The Sonoma County Public Infrastructure Department leads the way to a safe and sustainable community by planning, building, managing, and maintaining Sonoma County's investment in quality services and infrastructure. Join our Team of nearly 300 staff who work across eight divisions supporting the County’s critical transportation infrastructure, procurement and maintenance of equipment, vehicles, and real estate, airport management, public transit services, various capital projects, oversight of four water systems, and maintenance of several waste disposal sites.

Johannes J. Hoevertsz

Director, Public Infrastructure

Johannes leads essential public services in Sonoma County, including roads, transit, waste, airport operations, and facility management. With over 25 years in public works, he joined SPI in 2015 after leadership roles in Madera and Fresno counties. He is a licensed Civil Engineer and graduate of CSU Fresno.

Vanessa Garrett

Deputy Director, Engineering & Maintenance

Vanessa is a licensed civil engineer with 15 years of experience in the engineering and construction industry, including the past 10 years in public works roles. She holds an undergraduate degree in civil engineering and a master’s degree in public administration. Her focus with Sonoma Public Infrastructure is delivering road infrastructure projects and advancing operations and maintenance of the County’s road system.

Michelle Ling

Deputy Director, Facilities Development & Management

Michelle oversees capital projects, facilities operations, and real estate. She joined the County in 2019, bringing 20+ years of global experience in strategy, crisis response, and communications. A UC Berkeley graduate with a master's degree in journalism, Michelle has led major initiatives such as the acquisition of Brickway buildings and the new County Government Center.

Monique Chapman

Deputy Director, Transportation & Operations

Monique Chapman serves as Deputy Director of Transportation & Operations, overseeing Integrated Waste, Small Water Systems, Sonoma County Transit, and Fleet Operations. A County employee since 1997 and SPI leader since 2017, she is committed to delivering reliable, efficient public services for Sonoma County.

The Deputy Director of Administration provides executive leadership for Sonoma Public Infrastructure's administrative functions, including human resources, finance, information technology, grants, purchasing, customer service, and strategic operations.

Sonoma Public Infrastructure is organized under a central director with several major divisions, including Engineering, Road Maintenance, Capital Projects, Airport, Transit, and Integrated Waste. Each lis ed by a division head who oversees specialized branches and field teams.

Funding Sources

The Sonoma County Department of Public Infrastructure relies on a variety of funding sources to plan, build, and maintain critical public infrastructure. These sources include local Measure M transportation sales tax revenues, state gas tax, state and federal grants, road and bridge funds, and general funds.

Underground Utilities Projects

The Public Infrastructure department in Sonoma County is collaborating with PG&E to advance underground utilities through PG&E’s 10,000-mile wildfire safety undergrounding program and the CPUC’s Rule 20A tariff-based initiative for designated districts.
