Report an Issue to Animal Services

Sonoma County Animal Services is responsible for the enforcement of city and county codes and state laws for pets and livestock. This includes:

  • Licensing dogs
  • Making sure dogs and cats have rabies vaccinations
  • Picking up stray animals
  • Monitoring dangerous and vicious animals
  • Responding to animal noise and roaming complaints
  • Investingating animal neglect, abuse and cruelty concerns

If you are worried about an injured animal, please contact us by phone at (707) 565-7100, Monday through Saturday, 9:00 a.m. to 4:30 p.m. Outside of these hours, please contact your local police department or the sheriff's office to have the call sent to our on-call animal services officer.

If you need to report an animal bite to a human, please use our online bite report. Once we have received the report, an animal services officer and a public health nurse from Disease Control will call or email. Please note: if you or your family member was taken to the hospital for the animal bite, ask if they filled out a bite form.

To report a non-emergency issue, please use our our contact us page. 

For barking, crowing roosters, and loose pets or livestock issues, please give us we need the animal owner's address, as well as your name and address. Without this information, the issue may not be resolved. 

Please note that the County of Sonoma has to follow the California Public Records Act laws and cannot promise your name will be removed from emails or other records.

How to Report a Barking Dog or Other Animal Noise Issue

The location of the animal determines who you need to call. Before you call:

  • Make sure the animal lives in Healdsburg, Santa Rosa, Windsor, or unincorporated Sonoma County.
  • The exact street address of the dog's residence. Without this, we cannot send a letter to the animal owner.
  • Be prepared to provide your name and address. We will not give your name or contact information to the animal owner.

Once we have the information we need, we will send a letter telling the animal owner that it is illegal to let a animals disturb the peace, offer guidance for resolving the issue, and specify possible consequences of disobeying the law.
