Senate Bill 43: Involuntary Detention, Conservatorship, & Expanded Behavioral Health Supports

On October 10, 2023, Senate Bill 43 was signed into law making significant changes to the Lanterman-Petris-Short (LPS) Act – a California law governing involuntary detention, treatment, and conservatorship of people with behavioral health conditions. The changes in law include new and expanded definitions of key LPS terms, requirements to explore alternatives to conservatorship and place conserved people in the least restrictive level of care, expanded data reporting requirements, and more.  All counties are required to implement this law no later than January 1, 2026.
