Description:

The County of Sonoma Department of Health Services (Department) is pleased to invite you to respond to a Request for Proposals (RFP) for Homeless Management Information System Software Solution.

Overview

The Homeless Management Information System (HMIS) Lead Agency, Sonoma County Department of Health Services, is seeking proposals for a U.S. Department of Housing and Urban Development (HUD) and State of California compliant web-based Software as a Service (SaaS) for the Sonoma County Homeless Coalition, the designated administrative body for the Santa Rosa, Petaluma/Sonoma County Continuum of Care (CoC), with the HUD designated CoC code of CA-504.
Proposed solutions should provide the most thorough and current insight into our collaborative endeavors and effectiveness in combating homelessness. All interested proposers must meet the requirements specified in this RFP. Proposers must have qualified staff on hand for this project and be ready to begin work on the date this project is initiated.

Pre-Bid Conference:

An optional virtual pre-bid conference webinar will be held online via Zoom on July 16, 2026 at 11:00 AM to answer questions regarding the RFP specifications and process.

Proposers are required to submit any and all questions in writing per the schedule in order for staff to prepare written responses. Written responses will be shared with all potential proposers through an addendum on the County’s Supplier Portal. Questions should be sent via e-mail directly to:

Living Wage:

The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased from $23.15 to $23.84 per hour effective July 1, 2026. This is in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.

Login to the County of Sonoma's Supplier Portal to view the RFP and all supplemental documents. You must be registered in the County of Sonoma's Supplier Portal (https://esupplier.sonomacounty.ca.gov/) in order to login and view, upload, and download all solicitation documents, and to submit electronic proposals or bids.
