THREADS is a statewide forum that brings together leaders and partners from across behavioral health, housing, healthcare, government, Tribal communities, community-based organizations, and the public and private sectors to share innovative practices, strengthen cross-system collaboration, and improve outcomes for people experiencing homelessness with behavioral health and substance use disorder needs.

This year's theme, From THREADS to Fabric: Moving Systems from Concept to Practice, reflects our shared commitment to moving beyond planning and into implementation. Together, we will explore practical strategies, innovative programs, and real-world solutions that are transforming behavioral health, housing, and homelessness response systems throughout California. Through keynote presentations, interactive workshops, panel discussions, and peer learning opportunities, participants will gain actionable tools, build meaningful partnerships, and exchange ideas that can be adapted and implemented in their own communities.
