RFP Temporary Clinical Staffing Agency Services
The County of Sonoma Department of Health Services (Department) is pleased to invite you to respond to a Request for Proposals (RFP) for Temporary Clinical Staffing Agency Services.
The Department seeks agencies capable of recruiting, screening, credentialing, employing or contracting with, and placing qualified temporary clinical personnel to support programs within the Behavioral Health and Public Health Divisions. Temporary staffing needs may include a wide variety of clinical classifications and assignment types, ranging from short-term, on-call and per diem coverage to longer-term assignments. Services may be provided in a variety of settings, including outpatient clinics, behavioral health programs, crisis and 24-hour care settings, public health programs, juvenile justice settings, and other Department-operated or supported locations. Depending on the position and program need, assignments may be performed in person, through telehealth, or through a combination of both.
An optional virtual pre-bid conference webinar will be held online via Zoom on November 2, 2026 at 9:00 AM to answer questions regarding the RFP specifications and process.

Proposers are required to submit any and all questions in writing per the schedule in order for staff to prepare written responses. Written responses will be shared with all potential proposers through an addendum on the County’s Supplier Portal. Questions should be sent via e-mail directly to:

The living wage rate required under the County’s Living Wage Ordinance (LWO) has increased from $23.15 to $23.84 per hour effective July 1, 2026. This is in accordance with Sonoma Municipal Code section 2-377(d). All covered employees must be paid at least the increased living wage rate.
