Area Agency on Aging

The Sonoma County Aging & Disability Resource Hub (ADRH) is a collaborative network of local organizations focused on a No Wrong Door service delivery, ensuring that individuals of all ages, abilities, and income levels can easily access the services and supports they need.

The core partnership of the ADRH includes the Sonoma County Area Agency on Aging (AAA) and the Disability Services & Legal Center (DSLC). In addition to the core partners, several other local non-profits and community-based organizations provide services as Extended Partners of the Hub. No matter which agency you contact first, we make it easy for you to find the support and services you need.

The ARDH also hosts the Aging & Disability Resource Directory.

This initiative was funded through a grant from the California Department of Aging (CDA) to build community engagement through the establishment of a culturally and linguistically inclusive community Local Aging and Disability Action Plan (LADAP) to address current, emerging, and future aging and disability-related needs, service delivery, and supports.

Priority populations for LADAP include older adults, people with disabilities, and caregivers who are Black, Indigenous, and People of Color (BIPOC), including American Indian or Alaska Native, Black, Asian, Latinx (Latino or Hispanic), Native Hawaiian, and Pacific Islander; persons of lower incomes; and persons with immigrant or refugee status.

Sonoma County has adopted a 10-year Master Plan for Aging (MPA) to address the growing needs of older adults, people with disabilities, and caregivers. The plan aligns with the state’s directives while targeting the county’s unique demographics and challenges.

The local MPA centers around six bold goal areas, each supported by multiple strategies:

4. Wellness, Equity & Inclusion
5. Caregiving
6. Economic Security

The Aging & Disability Commission
The Aging & Disability Commission advocates on behalf of older adults 60+, adults with disabilities, and their caregivers. The Commission makes recommendations to the Sonoma County Board of Supervisors. 
Members of the public are invited to provide comments during the open comment period at commission meetings. Commission meetings are held in-person and virtually.

California Senior Legislature
The California Senior Legislature has been working to improve the lives of California’s seniors since 1981. This nonpartisan organization has sponsored over 200 new laws helping seniors with financial abuse, health care, transportation, housing, and more. CSL members advocate diligently during each legislative session to have state lawmakers carry and support the CSL’s top State Legislative proposals. It then tracks the progress of its legislative proposals through a series of monthly reports.

CSL Elections are currently open. Applications are due by March 31, 2026.

The County of Sonoma Human Services Department operates its programs and services without regard to race, color, and national origin in accordance with Title VI of the Civil Rights Act. Emergency Preparedness Guide (2024)

The Emergency Preparedness Guide is specifically designed to help older adults and people with disabilities prepare for emergencies to ensure they stay safe before, during, and after disasters and other emergency events. These guides are available in English, Spanish, Traditional Chinese, Korean, Vietnamese, Tagalog, and Armenian.

The Emergency Preparedness Guide and Toolkit was developed by the California Governor’s Office of Emergency Services (Cal OES), the California Department of Rehabilitation (DOR), and the California Department of Aging (CDA).

Sonoma County Alerts

The County’s alert and warning systems have grown to notify residents of an emergency in their area early and accurately. Many alerts require individuals opt-in, this page offers links to sign-up and information on additional warning systems.

We accept voluntary contributions for services we provide to the community through the Area Agency on Aging. There is no obligation to contribute; it is purely voluntary. No eligible individual shall be denied service because of failure or inability to contribute. Contributions will be private and confidential to respect the individual’s contribution or lack of contribution. The Sonoma County Human Services Department Adult & Aging Division is committed to providing high-quality, respectful, and responsive services to all older adults, adults with disabilities, caregivers, Veterans and their families, and other community members we serve. 

We welcome your feedback and take all concerns seriously. If you have a complaint or grievance, we encourage you to share it with us so we can address it promptly and improve our services. 

How to Submit a General Grievance 

You may submit a grievance in writing, by phone, or in person. 

• Verbal grievances can be shared in person or over the phone with a Manager or the Director. 

• Written grievances may be mailed or dropped off at our office reception desk.

What Happens Next 

• Your grievance will be reviewed by division leadership. 

• We will make every effort to respond to you within 10 business days. 

• You will receive a written or verbal response acknowledging the complaint and outlining any resolution or next steps. 

Program-Specific Grievances 

If your concern involves a specific program or service (for example, Area Agency on Aging, In-Home Supportive Services, APS, MSSP, or Public Authority), your grievance will be directed to that program. 

Your Rights 

• You will not face retaliation for filing a grievance. 

• You may have someone assist or represent you in submitting your grievance. 

• We will keep your information confidential to the fullest extent allowed by law.

Sonoma County Area Agency on Aging - Complaint Resolution Policy & Process

A. OVERVIEW:
The Complaint Resolution Policy and Process is invoked when Area Agency on Aging  (AAA) contracted service providers and/or applicant service providers are dissatisfied with an action taken by the AAA. 

B. COMPLAINT RESOLUTION PROCESS:
When a AAA contracted service provider or an applicant to provide AAA services are dissatisfied with an action is taken by the AAA, the AAA will review whether the process is based solely upon a written record or whether a hearing is available for the presentation of oral arguments. 
The AAA service provider or applicant to provide AAA services must file their complaint to the AAA within 30 days of the date of the presumed adverse action taken. 
The AAA will render the decision in writing on the issue of the complaint within 30 days of the date of receipt of the complaint. A written statement to the AAA service provider or applicant to provide AAA services will state the reason for the AAA’s decision on the issues contained in the complaint. 
AAA will advise the entity of their right, if any, to request a State hearing. The entity has 15 days from the date of the AAA’s written statement to make such a request

• Within 30 days of the start date of the Contract/Agreement
• Within 30 days of the start date of any new employee, Subcontractor, or volunteer

Contracted Service Providers must maintain Certificates of Completion on file and submit them to the AAA at AAA@SonomaCounty-HSD.gov
