SEIU County Employees - Housing Assistance Committee (HAC) Loans

Sonoma County established a Memorandum of Understanding with SEIU Local 1021 to support housing assistance programs for represented employees. Employees in SEIU-represented job classifications contribute $0.02 per hour to the Housing Assistance Fund. The County matches all employee contributions dollar for dollar.

A joint labor/management Housing Assistance Committee (HAC) meets quarterly to oversee the Housing Assistance Fund and implement program updates as needed. The Fund supports three programs: the First Time Home Buyer Program, the Housing Assistance Rehabilitation Loan Program, and the Rental/Mortgage Assistance Program. All loan repayments are made through payroll deductions.

HAC First Time Home Buyer Loan

The FTHB Loan program provides eligible SEIU-represented County employees with up to $100,000 in fully amortized secondary mortgage financing at below market interest rates to support the purchase of a home.

 

HAC Rehabilitation Loan

The Rehabilitation Loan program offers eligible SEIU-represented County employees up to $15,000 in a fully amortized loan repayable over a period of up to seven years with a 3% interest rate, to address health and safety related repairs and weatherization needs.

 

HAC Rental Mortgage Assistance Program Loan

The RMAP offers short-term secured and unsecured loans of up to $5,000 at 3% interest to eligible SEIU-represented County employees for rental security deposits, first month’s rent, and delinquent payments on rent, mortgages, property taxes, or hazard insurance for their primary residence.
