Cannabis Business License

Cannabis Business License Forms will be available by 12:00 pm on July 1, 2026.

On December 9, 2025, the Board adopted Ordinance No. 6537 establishing the Cannabis License Program (Chapter 4, Article X of the Sonoma County Code). The purpose of the Cannabis Business License is to ensure cannabis uses operate in compliance with all applicable laws and regulations, to protect the regulated industry from competing with illicit market operations, and to maintain the public health, safety, and welfare of each community and the County as a whole.

On April 28, 2026, the Board adopted Resolution No. 26-0156 establishing a new fee for the Cannabis Business License in the amount of $531. The fee was established to recover the reasonable costs of providing a Cannabis Business License and includes costs for recovery of staff time and the license registration software. 

A Cannabis Business License is required for all cannabis operations and is specific to the location and business for which it is issued.

Required Application Materials

A complete application must include all of the following:

1. Cannabis Business License Application. 
2. Cannabis Business License Acknowledgement Agreement. 
3. Copies of applicant(s) Driver’s License(s). 
4. Statement of Information (SOI). 
5. Site Plan and Proposal Statement. 

Cannabis Business License Procedure

1. Application and supplemental materials are submitted.
2. Applicant is invoiced for license fee ($531). 
3. Conference call with Cannabis Program Coordinator.
4. Applicant completes applicable county permit process(es).
5. Applicant completes applicable Department of Cannabis Control (DCC) license process.
6. Applicant provides verification of applicable county permit(s) and DCC license(s).
7. After completion of all previous steps, Cannabis Business License may then be issued.
8. Site visit from Cannabis Program Coordinator within 60 days of Cannabis Business License issuance.
