Two Sonoma County Probation employees honored with statewide awards

The Sonoma County Probation Department is proud to announce that two of its dedicated staff members, Juvenile Correctional Counselor II Roman Jordan and Juvenile Correctional Counselor III Scott Isaac, have been recognized by the California Association of Probation Institution Administrators for their exceptional service, leadership and innovation in juvenile justice.
Roman Jordan: Bay Region Line Staff of the Year
For more than 25 years, Jordan has served as a steady and compassionate presence within Sonoma County’s Juvenile Hall. Over the course of his tenure, Jordan has guided countless youth through the challenges of rehabilitation and has helped shape the culture and professionalism of the facility itself.
Throughout his career, Jordan has weathered every major transition the department has faced; from moving into a new facility to navigating wildfire evacuations and a global pandemic. Despite opportunities to move into different roles, Jordan has remained committed to working directly with residents. His peers and new employees alike recognize Jordan as a role model; many of the department’s newest Juvenile Correctional Counselors cite him as their favorite mentor and example of professional excellence.
Most recently, Jordan extended his impact beyond his daily duties by becoming an instructor in the department’s New Employee Orientation program.
“Roman’s fingerprints are everywhere in our building,” said Supervisor Jon Koepp. “His influence will be felt for generations of staff and youth to come.”
Scott Isaac: Jerry Darling Award Recipient
Isaac joined the department in 2021 and was promoted to Juvenile Correctional Counselor III in early 2024. Despite his short tenure, Isaac’s creativity and initiative have already left a lasting mark on the department and the youth it serves.
Inspired by the department’s Garden Project, Isaac brought his deep knowledge of modern farming and sustainable agriculture to life by revitalizing the facility’s garden and introducing innovative new programming. His vision culminated in the creation of a state-of-the-art aquaponics program, where youth learn to cultivate plants using recycled water and fish-based nutrient systems, a hands-on, future-focused approach that teaches science, sustainability and responsibility.
“Scott embodies the spirit of the Jerry Darling Award,” said Supervisor Jason Bowman. “He combines professional skill with a deep passion for helping young people see new possibilities for themselves and the world around them.”
Through his commitment, creativity, and resilience, Isaac has built a program that not only enriches the daily experience of residents but also helps them connect their personal growth to a broader understanding of community and environmental stewardship.
“These two awardees exemplify the best of Sonoma County Probation,” said Juvenile Hall Director Kilee Willson. “Roman and Scott represent the compassion, professionalism and innovation that drive our mission of changing lives and improving community safety.”
The California Association of Probation Institution Administrators recognizes excellence and innovation in juvenile institutions across the state. Its awards honor individuals who demonstrate exceptional leadership, program development, and dedication to the growth and rehabilitation of youth in custody.
