Request for Information - Civic/Commercial Parcels at Tierra de Rosas

The Sonoma County Community Development Commission (Commission) invites you to respond to a Request for Information (RFI) for the Civic and/or Commercial parcels at Tierra de Rosas.  Tierra de Rosas is the master development located at 665 Sebastopol Road in the Roseland neighborhood of Santa Rosa. The purpose of this RFI is to inform the Commission of respondents with solution ideas for owning, developing, and operating the Civic and/or Commercial parcels.  

 Please note that attendance is required at a mandatory virtual technical assistance workshop from 9:00 a.m. to 10:00 a.m. on January 21, 2026. Responses to the RFI are due no later than 5:00 p.m. on February 23, 2026. The response due date is subject to change; if the response due date is changed, all known recipients of the original RFI will be notified of the new date.  If you are unable to attend the technical assistance workshop, please contact Yesenia Lemus yesenia.lemus@sonomacounty.gov for an alternative way to meet this requirement.

RFI respondents must submit all questions in writing before 5:00 p.m. on January 27, 2026, in order for staff to prepare written responses to all respondents. Questions may be submitted by email to yesenia.lemus@sonomacounty.gov.

Recent Community Engagement

The Community Development Commission, along with Community Planning Collaborative and MidPen Housing, hosted community pop-up events on December 12, 2025. The pop-up events provided the community with project updates on Tierra de Rosas, and it provided the Community Development Commission an opportunity to hear the community’s voice on the future uses for the civic and commercial spaces at Tierra de Rosas. A community engagement survey was available December 1st through December 12th, 2025. In early 2026, shortly after the community pop-up events and survey results are available, a formal Request for Information (RFI) will be published for the civic and commercial spaces.

Background

The Sonoma County Community Development Commission acquired the Roseland Village Shopping Center property in 2011 using local redevelopment funds. The goal was to develop a mixed-use project, one that would include affordable and market-rate housing, and public-serving areas and uses in the Roseland neighborhood of Santa Rosa. Tierra de Rosas refers to the infrastructure components of the project that will quite literally pave the way for the planned development of 75 affordable housing units, 100 market-rate units, a one-acre public plaza, a commercial space, and a civic space.

Following remarkable progress to expand funding sources and reduce costs, the Community Development Commission began construction in summer 2024 on Phase 1 of the backbone infrastructure for the Tierra de Rosas Mixed-Use Development. Phase 2 of the backbone infrastructure began in February 2025. Phase 3 of the project adds a one-acre public plaza, and started construction in fall 2025.

Tierra de Rosas infrastructure Phase 1 and 2 include site clearing, grading, excavation and backfill; installation of a detention basin for stormwater capture system; installation of wet utilities; joint trench dry utilities installation and relocation; surface improvements; and landscape amenities. As noted above, Phase 3 includes the public plaza, now known as the Plaza Permanente.
